As part of its “zero tolerance” policy against irregularities in recruitment examinations in Rajasthan, the Special Operations Group (SOG) has taken major action in connection with the Physical Training Instructor (PTI) Recruitment Examination-2022.
The SOG has arrested the Vice-Chancellor, Controller of Examinations and a computer operator of Shri Satya Sai University of Technology and Medical Sciences, located in Sehore, Madhya Pradesh, for allegedly issuing fake and backdated B.P.Ed. degrees.
Additional Director General of Police (SOG) Vishal Bansal said the action was carried out under the leadership of IG Ajay Pal Lamba, DIG Bhuvan Bhushan Yadav and SP Kundan Kanwaria.
Government Job Obtained Using a Dummy Candidate and Backdated Degree
Dummy candidate appeared in the examination: Bharmal Ram, son of Naringa Ram and a resident of Dhanta in Sanchore district, had mentioned a degree from OPJS University, Churu, in his application for the PTI Recruitment Examination-2022.
The investigation revealed that Bharmal Ram allegedly arranged for a dummy candidate to appear in the examination on his behalf. He subsequently cleared the examination and obtained a government teaching job.
Degree changed during document verification: During document verification, he submitted a B.P.Ed. degree from Shri Satya Sai University of Technology and Medical Sciences in Sehore, Madhya Pradesh, instead of the degree mentioned in his original application. The investigation found the degree to be backdated.
The SOG had already arrested Bharmal Ram and filed a charge sheet against him in court.
Forensic and Financial Audits Expose Irregularities
After obtaining a search warrant from the court, the SOG conducted a search at the Madhya Pradesh university and seized digital data.
An audit conducted by forensic and financial experts reportedly revealed several irregularities:
Two separate fee ledger accounts had allegedly been created in the name of Bharmal Ram, with entries made retrospectively.
The examination result was declared on October 21, 2022, while the fee payment entries were allegedly made on dates after the result was announced.
Based on evidence establishing their alleged criminal involvement, the SOG arrested Vice-Chancellor Mukesh Tiwari, Controller of Examinations Sanjay Rathore and Computer Operator Anand Sharma on August 24, 2026. They were subsequently taken into remand.
66 Candidates Submitted Degrees from the Same University
66 suspicious degrees in the recruitment process: The university has an approved intake of 100 seats for the B.P.Ed. programme. However, as many as 66 candidates from Rajasthan who appeared in the PTI Recruitment Examination-2022 submitted degrees from this same university. Most of these degrees are suspected to have been issued with backdated records.
Other courses also under investigation: The interrogation and audit have reportedly indicated that backdated degrees may also have been issued in other programmes, including Law, BCA, MBA, B.Sc., Engineering, Physiotherapy and Ph.D., allegedly after the completion of the relevant academic sessions.
The SOG is now investigating the entire network to determine the extent of the alleged fraud and identify other people who may have been involved.
